Most city homes are tied to sewer lines that carry both sanitation and stormwater. Those homeowners wouldn't have to do anything else.
Most city homes with separate sanitary sewers are in Brookline, Beechview, New Homestead, Lincoln Place and East Hills, said water authority Executive Director Greg Tutsock. In part of East Hills, 13 percent of homes checked had stormwater entering sanitary sewers. In a part of Brookline, it was 50 percent.
Anyone selling property will have to notify the authority. Those that live in areas in which combined sewers carry both sanitation and rain water will get a certificate allowing them to sell because they have no alternative but to use the combined sewer.
Sellers in areas where sanitation and rain water flow into separate sewer lines will have to hire a plumber to conduct a dye test to make sure rain water is going into the storm system. The test shows whether rain water flows illegally into the sanitary sewers, and typically costs $50 to $200.
If the plumber says there is no illegal connection, the authority will approve the sale. If there is such a connection, the owner will have to redirect the storm water on to their property or into a storm sewer. The cost could range from incidental to thousands of dollars.
